A Path Towards Measuring Racism in British Columbia’s Population Health and Wellness Reporting - Jorden Hendry, Kate Jongbloed
Despite growing recognition of racism as a determinant of health, this risk factor is not yet systematically measured and reported on within population and public health in BC. We convened a Knowledge Summit titled “Path to Measuring Racism” bringing together Indigenous, Black, and racialized leaders, scholars, and decision-makers from BC to explore how racism manifests in health systems and how it can be measured to drive change. It invited dialogue about what is required to safely and effectively measure racism, and how public health systems can begin to embed this work across different data ecosystems. This presentation will share key findings from the Knowledge Summit.

Adaptation and optimization of molecular assays for enhanced detection of California Serogroup Viruses in British Columbia Kenning Tran
As climate change drives shifts in the range and seasonality of mosquito populations, the risk of mosquito-borne diseases is rising in British Columbia (BC). This includes viruses such as the California Serogroup of Viruses, an urgency highlighted by a confirmed outbreak of paediatric cases in 2024. In this pilot study, we adapted and optimized two targeted molecular assays to detect CSV in field-collected mosquito samples. This work strengthens potential for early arboviral surveillance and supports a One Health approach by linking environmental change, vector ecology, and human health. Findings will inform prevalence estimates and help strengthen future diagnostic services in BC.

Chee Oahut – Quet Nsayka Tillicum: Co-creating self-collection kits for sexually transmitted and bloodborne infection (STBBI) testing with Indigenous communities Samantha Rowe
STBBI testing is a core part of STBBI prevention strategy, yet undiagnosed infections remain high among Indigenous people. Many, especially in rural and remote areas, face limited access due to systemic racism, colonial policies, and health system and geographic factors. This Indigenous-led project partnered with six communities and Indigenous-serving organizations, hosting a 3-day community discussion group to co-develop STBBI self-collection kits. Participants called for discreet, stigma-free kits with full testing, traditional medicines, harm reduction tools, and culturally grounded guidance. Feedback is now shaping a pilot with BCCDC and the Public Health Lab to bring into communities.

Colonial History of Epidemics  Kate Jongbloed,
The deliberate and systemic spread of infectious diseases such as smallpox, weaponized to displace and destroy First Nations communities. This session will explore the enduring legacy of these epidemics and how they laid the foundation for the deep mistrust many First Nations, Inuit and Métis Peoples hold toward public health today

Equity Indicators in BC Health Geography: Replication, Methodological Insights, and Truth & Reconciliation - Binay Adhikari
Truth and reconciliation, diversity, equity, and inclusion are foundational values and commitments at PHSA (including BCCDC). These values require a commitment to the Thee Eat (truth) of colonialism and settler colonialism, both past and on-going, and how they have shaped the control over knowledge production, extraction, and discourse used to discuss health outcomes for Indigenous communities. In this ongoing effort, we examine two frequently used equity indicators (the Material and Social Deprivation Index and the Canadian Index of Multiple Deprivation) in the context of Truth and Reconciliation, and BC Health Geography (Community Health Service Area). This work is a step towards unlearning and undoing harm perpetuated through status quo practices in public health decision-making.

Estimating the Population at Risk of Opioid-Related Harms in British Columbia Mallory Flynn
This work advances public health surveillance by providing a more accurate and inclusive estimate of the population at risk of opioid-related harms in BC, beyond those identified through healthcare encounters. By integrating multiple heterogeneous data sources within a hierarchical Bayesian framework, it captures unrecorded or under-reported use, reduces bias in prevalence estimates, and supports more timely, evidence-based policy and resource allocation to address the ongoing overdose crisis.

Functional antibody responses following SARS-CoV-2 infections and vaccinations in pregnancy - Guadalein Tanunliong
SARS-CoV-2 infection during pregnancy leads to an increased risk of severe COVID-19 and adverse outcomes, while vaccination can offer maternal and infant protection. Most studies assess SARS-CoV-2 antibody levels alone, with limited research on antibody function in pregnancy. Using residual sera from pregnant individuals who were infected with and/or vaccinated against SARS-CoV-2, we assessed both antibody levels and antibody-dependent cellular phagocytosis activity against SARS-CoV-2 and the seasonal coronaviruses and explored their associations with clinical outcomes. Findings expand our understanding of pregnancy-specific immunity and may help guide future vaccine strategies.

Modelling of the on-going measles outbreak in Northern Health - Mike Irvine
A recent measles outbreak in Canada has reached some of the highest case rates in years, with notable activity in some communities in Northern Health with low vaccination coverage. We developed a stochastic age- and community-structured transmission model incorporating infection dynamics, vaccination, and public health interventions. The model projected cases and hospitalizations in two communities under various scenarios and assessed the impact of mobility, active case finding, and post-exposure prophylaxis. Results guided public health efforts and offer a framework for guiding future outbreaks.

Promoting Safety and Equity in Chaos: A feasibility study of peer support workers to support people who use drugs in emergency departments - Emma Uphill, Tiffany Chiu
VGH’s emergency department (ED) implemented a peer support worker (PSW) program for patients who use substances in November 2024. A key part of the program’s evaluation centres Indigenous patient voices through culturally safe engagement. We are holding storytelling sessions and a sharing circle to understand Indigenous experiences with the PSW program and incorporate improvements to better meet Indigenous peoples’ needs. This work is led by Indigenous leaders, grounded in respectful partnerships, and guided by Indigenous protocols, thereby contributing to decolonizing health research. Community feedback directly informs more culturally safe, community-driven ED care for Indigenous peoples.

Spatio-temporal approach to enhancing public health intelligence for mortality surveillance Vanessa Xiu
Monitoring mortality trends across space and time is vital for developing an equity-focused public health surveillance system. We applied a Bayesian hierarchical model to monthly mortality data in British Columbia from January 2020 to December 2024, accounting for geographic heterogeneity across Local Health Areas and population trend. Our work greatly enhances the spatial resolution of the current mortality surveillance systems and can foresee future mortality risks and address spatial inequalities with greater granularity and scientific rigor.
